  Perjuangan gigih Pangeran Mangkubumi melawan pemberontakan Raden Mas Said sampai dengan perlawanannya di tanah Sukawati membuka sejarah baru munculnya Keraton Yogyakarta. Berdasarkan Perjanjian Gianti (1755), Pangeran Mangkubumi mendapat jatah wilayah kekuasaan mulai dari Yogyakarta hingga sebagian Jawa Tengah dan Jawa Timur.

    Kini, wilayah kekuasaan itu tinggal tersisa 1,2 persen dari luas Provinsi Daerah Istimewa Yogyakarta atau sekitar 3.900 hektar. Itu pun masih tercampur dengan tanah Kadipaten Pakualaman.

    Pangeran Mangkubumi mendapat bagian wilayah negara agung di sekitar Surakarta dan Yogyakarta serta wilayah mancanegara yang meliputi Madiun, Magetan, Caruban, sebagian Pacitan, Kertasana, Kalangbret, Ngrawa (Tulungagung), Mojokerto, Bojonegoro, Teras Karas (diperkirakan sekitar Ngawen), Kedu, Sela, Warung (diperkirakan sekitar Kuwu Wirasari), dan Grobogan. Pembagian wilayah ini merupakan bagian dari strategi VOC memecah belah kekuasaan Paku Buwono III di Keraton Surakarta dan Pangeran Mangkubumi yang kemudian bergelar Sri Sultan Hamengku Buwono (HB) I di Yogyakarta (lihat G Moedjanto dalam Kasultanan Yogyakarta & Kadipaten Pakualaman, 1994).

    Moedjanto yang merupakan sejarawan Universitas Sanata Dharma Yogyakarta mengungkapkan, campur tangan pemerintah kolonial terhadap Keraton Yogyakarta dan Surakarta tidak berhenti di situ.

     Setelah berakhirnya pemberontakan Pangeran Diponegoro tahun 1830 dan mulainya perlawanan Paku Buwono VI, Belanda kembali mengebiri wilayah kekuasaan Yogyakarta dan Surakarta. Daerah kekuasaan Keraton Yogyakarta di Jawa Tengah dan Jawa Timur dicaplok hingga tinggal tersisa wilayah Yogyakarta seperti di dalam peta saat ini.

    Dengan wilayah kekuasaan yang semakin terbatas, Sultan HB V dan HB VI masih bermurah hati memberikan sebagian tanah keraton kepada para abdi dalem. Karena kebijakan inilah hingga saat ini tidak semua kawasan jeron mbeteng (dalam keraton) adalah milik keraton. Pasalnya, sebagian dari wilayah tersebut telah menjadi hak milik abdi dalem beserta keturunannya.

    Pemberian hak milik keraton juga pernah dilakukan Sultan HB VII (1877-1921) saat memberikan dua ndalem (rumah tinggal) kepada dua putranya, Kanjeng Gusti Pangeran Aryo (KGPA) Hangabehi dan Gusti Pangeran Haryo (GPH) Puruboyo. Dari 78 anaknya, hanya dua putra ini yang mendapat warisan hak milik rumah tinggal.

    Kebijakan memberikan hak milik kepada ahli waris ternyata justru membuat aset-aset keraton terlepas. Dua ndalem pemberian Sultan HB VII itu akhirnya dijual kepada salah seorang pengusaha pada era rezim Soeharto. Sampai sekarang tinggal tersisa beberapa ndalem di wilayah keraton, seperti ndalem Pujokesuman, Mangkudiningratan, Suryobratan, Suryowijayan, Mangkubumen, Notoprajan, Benawan, Suryaputran, dan ndalem Joyokusuman.

    Ahli pertanahan sekaligus anggota tim asistensi Rancangan Undang-Undang Keistimewaan DIY, Suyitno, mengungkapkan, seiring perkembangan zaman, tanah-tanah milik Keraton Yogyakarta terus-menerus menyusut. Hingga saat ini, tanah yang terdaftar sebagai Sultan Ground dan Paku Alam Ground hanya tinggal sekitar 3.900 hektar atau 1,2 persen dari 318.518 luas DIY.

    ”Tanah-tanah tersebut tersebar di sebagian wilayah DIY dan tercatat di arsip peta desa. Sejak tahun 1918, sebagian tanah telah diberikan kepada rakyat dan kemudian dikonversi menjadi hak milik,” paparnya.

    Sejak era Sultan HB IX, Keraton Yogyakarta menyediakan tanah-tanah miliknya untuk dimanfaatkan sebagai fasilitas umum, seperti Universitas Gadjah Mada (UGM), Kantor Gubernur DIY (Kepatihan), Gedung DPRD DIY, dan kantor-kantor bupati/wali kota yang tersebar di lima daerah. Selain itu, rakyat juga dapat memanfaatkan tanah-tanah keraton setelah mengajukan permohonan serat kekancingan.

    Mulai tahun 1946, Keraton Yogyakarta turut merintis berdirinya UGM yang kemudian berkembang pesat menjadi universitas ternama di negeri ini. Ini pertanda Sultan HB IX sangat peduli terhadap pentingnya pendidikan untuk mempersiapkan calon-calon pemimpin bangsa.

    Sebelum bangunan UGM berdiri, Pagelaran Keraton sempat dimanfaatkan sebagai ruang kuliah fakultas ilmu sosial dan ilmu politik (Fisipol). Beberapa ndalem milik keraton juga digunakan sebagai tempat kuliah, seperti fakultas kedokteran di ndalem Mangkubumen dan fakultas sastra di ndalem Yudhoningratan. Adapun ndalem Notoprajan dijadikan sebagai asrama mahasiswa.

    Kawedanan Hageng Punakawan Wahana Sarta Kriya Keraton Yogyakarta Gusti Bendara Pangeran Haryo (GBPH) Hadiwinoto mengatakan, untuk menjaga sisa-sisa aset keraton, setelah kepemimpinan Sultan HB VII, hak milik atas tanah atau ndalem tidak diberikan kepada keturunan-keturunan sultan. Seluruh kerabat keraton hanya diizinkan mendapat hak pakai atas tanah atau ndalem dan tidak boleh memiliki secara pribadi aset-aset keraton tersebut.

    ”Seluruh putra-putri Sultan HB IX dan HB X tidak ada yang diberi hak milik tanah ataupun ndalem keraton. Bisa dibayangkan, kalau tanah-tanah keraton dibagi-bagi kepada semua ahli waris sejak periode Sultan HB I, maka aset keraton sudah habis sejak lama,” kata Hadiwinoto.

    Bahkan beberapa kawasan keraton yang dahulu merupakan atribut negara sama sekali tak bisa diwariskan, seperti keraton, alun-alun utara dan selatan, Masjid Gedhe, kepatihan, dan Gedung DPRD DIY. Tanah-tanah ini disebut tanah mahkota.

    Ketegasan pihak keraton menjaga aset-asetnya tidak lain untuk memelihara keraton sebagai pusat warisan budaya Yogyakarta. Sejak kepemimpinan Sultan HB X pula, keraton bukan lagi menjadi istana yang tertutup, tetapi justru dibuka lebar-lebar untuk masyarakat umum agar gurat-gurat sejarah dan nilai-nilai di dalamnya tak hilang ditelan zaman.

    Kini, keberlangsungan sejarah Keraton Yogyakarta berada di tangan Sultan HB X dan masyarakat Yogyakarta. Meski tak lagi sebesar dan seluas dahulu, Keraton Yogyakarta tetap diharapkan menjadi prasasti sejarah kebudayaan yang adiluhung.
